As explained to NG by Alim Bishenov, Partner, BMS Law Firm, in the past year bailiffs had to deal with 70.2 mln cases for the total amount exceeding 5 trn RUR. “Debts accumulated in pending enforcement proceedings are huge, however, still no working mechanism is available to reduce them”, said the expert. According to him, the primary issue is that bailiffs have very few actual tools to impact a debtor, and they are hesitant to apply those existing for lack of motivation.
