Taras Khizhnyak, Senior Lawyer, BMS Law Firm:
The idea is quite interesting. Russian laws need to be harmonized, since there are too many outdated norms and regulations which contradict each other. It concerns both laws and various regulatory enactments. Creating electronic codes will finalize this stage. This a modern day approach towards improving legislation which may turn out to be highly efficient in practice.
However, issues arise when determining limitations of using AI for pronouncing court judgments. An automated system cannot substitute a judge, since this will be a violation of the idea of justice as such. But using AI to facilitate judges’ work is still possible, for instance, when issuing injunctions or drafting resolutions which will then be subject to further approval.
