“Rights are restricted to a certain extent by the ban to access specific websites, however, the enacted law is only aimed to implement it into practice”, explained Vladimir Shalayev, lawyerBMS Law Firm, to Interfax-Russia.ru.

According to his words, users actually will still be able to gain access to restricted websites.

“The authorities will most likely start blocking VPN services related websites to prevent users to buy access to them, but those who have already done so, will be able to use them. You will be able to still use Tor; the authorities may block only its public services, but it has, apart from a public key list, a constantly renewed list of servers to which access may be gained. The sanction will come in the form of blocking within 30 days access to those resources which fail to comply with the requirements of Roskomnadzor”, – Vladimir Shalayev thinks.
