In the opinion of Alim Bishenov, Managing Partner, BMS Law Firm, the issue with criminal prosecution statistics related to businesses is that only a few cases actually go to court, and most of them are terminated at the stage of preliminary investigation. The solution could be a wider application of Article 299 of the Criminal Code providing for a punishment for illegally imposing  criminal liability which presently does not work.
